Former elite agent Luke White lives in New York and is all too familiar with the city's seedy underbelly, which crawls with corrupt policemen, killers and gangsters. The policemen, along with the Russian mafia and the Triads, are all looking for New York's Most Wanted, who has memorised a very long safe combination that is of the utmost importance.

It is Luke's mission to find this person and keep them safe. Then he finds out just who the gangsters are looking for: a twelve year old girl called Mei who can remember everything she's seen.

Luke takes the scared Mei under his wing and begins to work out the importance of the safe combination. He needs the pattern of numbers to outwit the Russian mafia and the Triad, who had previously held Mei hostage. And he must do this without getting himself killed, or putting Mei in the path of danger.
