In the midst of the 1990's Rampart Scandal, Dave Brown works for the LAPD and is the most corrupt cop you're ever likely to meet. He is racist, homophobic and chauvinistic and that's just the tip of the iceberg. In his mind, he thinks he is an action hero and he has dedicated himself to doing 'the people's dirty work'. In his personal life, he has two ex-wives - both of them sisters - and has fathered two daughters between them.
One day, as Dave is driving, another car crashes into his own. Without thinking, Dave leaps out and starts beating up the man who crashed into him. A nearby camera, filming an unrelated protest, catches Dave on camera and he instantly makes news headlines across the city.
Naturally, Dave's superiors are not happy and they drop frequent hints to him about retiring early, something that Dave laughs off. His life, however, soon begins spiralling out of control. Can he regain control of it before it's too late?
