FASCINATING FACT 6381

THE HILLS star SPENCER PRATT has been fined by California police for driving without the correct licence plates. Pratt was pulled over by cops in West Hollywood last week (ends14Nov08) and handed a ticket for failing to display the car's registration number on the front or back of his vehicle, according to TMZ.com.
