Rep Braley, John Morton Esq, Professor Jeff Addicott, Jeff Fox POW Protesting 2008 Veto Defense bill. President Bush declared Iraq requested he veto the 2008 Defense Authorization Bill until it provided him a waiver with respect to application of the rule of law to Iraq. Principal victims of this veto were 17 American POWs and 37 of their family members who had obtained a judgment against Iraq for torture during the 1991 Gulf War. The POWs turned to the Congress to restore the rule of law. The Defense Appropriations Bill restored the original intent of the Congress for the POWs. The President vetoed the Bill.
