Yes his license should be suspended regardless of what ever happens, he had no right to administer that med, without the proper equipment. I have had that med at the dentist for surgery, and I cannot tell you how many machines I was hooked up to and there were 2 nurse's with me at all times besides the Dr. They were very careful, I don't understand how he could have done this by himself without help, knowing full well how dangerous it was. I wonder where he got his license to practice and what school did he attend, they should investigate that too, they probably let him slide. The AMA is very bigoted when it comes to their Dr's. send E mails to them to revoke that license forever, and that he will not be able to practice anywhere in the USA
