New York's Philharmonic Orchestra has signed to perform a concert in Communist North Korea - marking a breakthrough in relations between the U.S. and a nation President George W. Bush branded part of the "axis of evil". The performance will take place on 26 February in the capital Pyongyang - following successful talks in October to promote exchanges between the two countries. Few outsiders have been allowed inside North Korea, under Kim Jong Il's regime - which has been accused of torturing and starving its people.
