Exactly right. There were overdubs of Joker/Batman dialogue used in trailers for the Dark Knight too. I think, for all the fuss that has been made, very little will have been done to make it easier for the audience to understand Bane. In Nolan's view (which I support) it is part of the character which should not be simply "turned down" to spoon feed people who are not prepared to pay attention and invest. He seems confident that people will be able to understand him in time (whilst watching the film in the cinema, not waiting for a subtitled DVD), but for the benefit of promotion has used a rather clumsy overdub to say the line, if indeed it is the line being spoken by Bane in the scene pictured. But "clumsy" it remains!
