In the mid-1800s China was at unrest, the Quing dynasty was running the country under corrupt power, three blood brothers decided it was time for things to change, led by General Pang's (Li) The Warlords follows his rise to power and how the trio Zhao Er-Hu (Lau) and Jiang Wu-Yang (Kaneshiro) plan to end the war and restore peace to their country.

Soon power takes over Pang's original plan and he himself turns into what he was fighting to stop, his need for supremacy grows so strong, his brother Jiang feels the only way to stop him is to end his life.
