Miley Cyrus has been through her own share of personal scrutiny over the years.

The 21 year-old now feels qualified to offer fellow pop-star Justin Bieber some crucial advice.

Cyrus recently appeared on one of the last few episodes of 'The Tonight Show With Jay Leno', and was asked by the host what advice she would give to the 'Baby' singer.

Bieber was arrested in Miami, Fl., on 23rd January after Police found the 19 year-old drag racing in a residential area.

He was later charged with resisting arrest without violence, drag racing, three charges of DUI and driving without a valid license.

This past Wednesday, the 'Believer' hit maker was also charged with assault in his native Canada for allegedly physically harming a limo driver following a Toronto Maple Leafs game on Dec 29th.

"You've got a lot of money. Pay people to make sure you don't get in trouble, and party at your house," Miley said. "Buy a house, and add a club to it."

Leno also asked the former Disney star about her own mistakes she has made in her young years.

"It's funny because today, I was looking at -- my fans put all these people's mugshots up, and they were like, 'I don't see a Miley mugshot yet!' I get the most flak of anybody. I'm not doing anything illegal! I'm doing a lot of s--t . . . Oops, sorry!" she said for cursing on television.

"But I'm not doing anything illegal! So that's all right. Everything I do is legal in California."

Maybe Bieber should take Miley's advice, at least he cannot get into any more trouble staying inside his own home.
