The stars made it to the final two to take over the iconic 007 role from Pierce Brosnan, and Campbell admits it was a close call between the pair.
He tells Britain's Sunday Express, "Henry did a great screen test for Bond. So did Daniel, although he arrived for his looking really tired after a night flight from America where he was finishing up a movie called The Invasion.
"None of us making the casting decision were 100 per cent sure. I needed a couple of days to think about it. Over that weekend I saw Daniel's film Layer Cake and he showed such terrific charm in that that it convinced me he should get the part."

Layer Cake director Matthew Vaughn is in talks to direct the big screen adaptation of comic book character Thor.
The English filmmaker, husband to supermodel Claudia Schiffer, admits he has been discussing the possibility of making a live action version of the blond-haired Marvel superhero.
He tells AintItCoolNews.com, "I really like the Marvel guys, and it would be good to make. We're trying to find something to work on together. If Thor is going to happen, I don't know. I'm seeing them again next week. And, the other problem is the whole strike thing. It's, like, we'd like to make a movie before the strike, so whether Thor could be the one, I don't know."
British actress Sienna Miller's next film could be out of this world - she is tipped to star in the remake of cult sci-fi classic BARBARELLA.
Legendary film producer Dino De Laurentiis is remaking the 1968 classic, which starred Jane Fonda as the bikini clad heroine, and wants the Layer Cake beauty for the lead role.
A source tells British newspaper the Daily Express, "Dino feels this is the right time for Barbarella to return and Sienna is the lead contender.
"She's sexy but can act at the same time - much like Jane Fonda."
Miller is currently wowing critics with her latest role as tragic Andy Warhol muse Edie Sedgwick in FACTORY GIRL.
Reservoir Dogs star Steve Buscemi discovered it pays to be a movie star after falling for the charms of Sienna Miller in Layer Cake - he discovered they shared the same agent and promptly hired her for his new film.
The actor admits he was smitten by the Brit and found an easy way of meeting her after offering her a part in his new movie INTERVIEW.
He says, "After watching Layer Cake, I went to the specials on the DVD to see if there were any deleted scenes of her. I just couldn't get enough of her in the film.
"I found out that we were with the same agency, and we made the offer at like three in the afternoon, and by seven o'clock that evening she was on the phone with me and she said, 'Yes!'"
Miller admits she had similar feelings for Buscemi - the actor had always fascinated her.
She tells America's People magazine, "I had always just absolutely adored him as an actor... I thought he would be someone I would learn from, and it (the film) sounded like an interesting project. And that's all it takes really."
The odd couple appeared at the Sundance Film Festival in Utah last week (ends26JAN07) to promote Interview.
Sienna Miller turned down the opportunity to play a Bond Girl in Casino Royale, even after being offered the part by new 007 Daniel Craig.
The Alfie star claims she passed on the role because she wanted to establish herself as a serious actress.
Craig and Miller starred together in the British gangster movie Layer Cake and media reports at the time suggested the two were romantically involved.
She explains, "It would have been fun, but I didn't want to do it.
"It would have been great to work with Daniel again though, because he is such a brilliant actor and I'm not surprised at all that he has made such a success of the (JAMES) BOND role."
British model/actress Sienna Miller insists monogamy is overrated - a year after breaking off her engagement with on/off boyfriend Jude Law.
The Alfie co-stars' wedding plans were cancelled in July 2005 when Law admitted he had cheated on his 24-year-old fiancee with his former children's nanny DAISY WRIGHT.
After Law's admission, Miller was romantically linked to her Layer Cake co-star Daniel Craig and was photographed kissing her FACTORY GIRL co-star Hayden Christensen in January (06).
And it seems following Law's betrayal, Miller has changed her mind about settling down and marriage.
She says, "Monogamy is a weird thing to me. It's overrated, because let's face it, we're all f**king animals.
"The only thing I know is that Jude is just my dear friend.
"I care about him. Our relationship has been through very difficult times and there is something inside me I don't like about it now.
"The fact is no one is perfect."
Director Matthew Vaughan has found the perfect formula for keeping actors happy - treat them like children.
The Layer Cake film-maker, who is married to supermodel Claudia Schiffer, admits his talent can be childish, so he responds to them like a father to keep them in their place.
He says, "(It's) the same way I deal with my kids: treat them with respect, give them a kiss if they need one, or a little slap, and tell them you love them as you're doing it."
As well as Craig, DAME Judi Dench is onboard as spy boss M and a few of the villains have been decided, but the pressure is on to find the new Bond girl.
