Studio bosses at 20th Century Fox have been working on the project for over two years and have now decided to move forward with The Hunger Games screenwriter.
The movie will be based on author Damon Runyon's short stories about the gangsters and gamblers of the 1920s and 1930s.

The Gilmore Girls star first took the stage as Miss Adelaide, the long-suffering fiancee to Oliver Platt's Nathan Detroit, in March 2009 for the revival of the stage production.
But Graham insists her performances were sometimes marred by rude theatregoers who attempted to film the show.
She explains, "People film everything now. It's awful. It's really distracting because you can see that red light and you start thinking, 'What am I going to look like on YouTube?'"

The British star, who had been suffering from lung cancer for some time, passed away at her home in Santa Monica, California on Friday (22Jan10), a week before her 81st birthday, according to her agent.
Simmons rose to fame playing Estella in 1946 movie Great Expectations, she then went on to secure a string of leading Hollywood parts, including a role in Laurence Olivier's 1948 film Hamlet, for which she gained an Oscar nomination for her portrayal of Ophelia. She received a second Oscar nod for 1969's Happy Ending.
Simmons is also known for appearing opposite Marlon Brando in 1955's Guys and Dolls, and Kirk Douglas in 1960's Spartacus.

A source tells British newspaper The Sun, "Guy has been on the case with the idea of making a musical recently. He had been throwing ideas around with Jason Statham about writing their own musical.
"Guy has had a lot of meetings with top studio bosses about other projects but the Guys And Dolls idea really tickled him."

Graham, who made her Broadway debut in the show on Sunday (01Mar09), plays Miss Adelaide opposite Tony-nominated actor Oliver Platt, who takes on the role of Nathan Detroit in the stage production. The show is directed by Des MCAnuff and features choreography by Sergio Trujillo.
But their efforts were not enough to impress New York's tough critics, who insisted the cast's efforts were lacking in comparison to their predecessors Nathan Lane and Faith Prince, who appeared in the musical's last Broadway run in 1992.
A critic for the New York Daily News writes, "Instead of glitz and tricks, MCAnuff would have been far better off casting leads who could sing Frank Loesser 's dazzling songs in all their glory."

Hit musical Guys and Dolls is returning to Broadway in 2009, after a 17-year break.
Anne Hathaway and Debra Messing are among those tipped to take on lead roles in the new production, reports Daily Variety.
The musical is based on Damon Runyon's book The Idyll of Miss Sarah Brown, which has spawned a number of theatre productions and a 1955 movie.
It last appeared on Broadway in 1992. Nathan Lane starred in that production.
