In 1911, China is under the rule of the 250 year old Qing Dynasty. However, the country has been divided due to a state of unrest and unease. Many people are starving under the rule of a seven year old emperor.
To solve the problem of ordinary citizens rebelling, the Qing Dynasty creates the 'New Army' to kill anyone who may be opposing the Dynasty's rule. Unfortunately for the New Army, weapons are hard to come by, so the Qing leaders decide to trade anything and everything they can find to foreign countries.
Meanwhile, Huang Xin comes home after studying in Japan to find his beloved country in a complete state of disarray. Using everything he knows about modern warfare, which he studied in Japan, he begins to plan and lead a series of violent rebellions against the destructive New Army and the Qing Dynasty, in order to overthrow the government once and for all.
