The plot occurs two years after the events in New York City, and although 'Steve Rogers' is still struggling to adjust to the modern world, he is still heavily involved with 'S.H.I.E.L.D', even if he isn't convinced with certain aspects of their ethics.

However, after a member of S.H.I.E.L.D. is assassinated, Rogers and the rest of the organisation band together to try and figure out who is behind the attack, but as the All-American hero fights off a tirade of assassins, an unexpected adversary, who can match the Captain's inhuman strength and speed, emerges.

Accompanying 'Captain America' (Chris Evans) is the returning Natasha Romanoff/Black Widow (Scarlett Johansson), Nick Fury (Samuel L. Jackson), the leader of S.H.I.E.L.D Alexander Pierce (Robert Redford), 'Falcon' (Anthony Mackie) and 'The Winter Soldier', played by Sebastian Stan.
